Wikipedia:Open proxies
This is a policy that Wikipedia enforces through a blanket blocking

of a range of ip addresses, or "open proxies."


Wikipedia:CheckUser
The CheckUser tool is used by a small group of trusted Wikipedia users (called Checkusers).

The tool allows its users to determine from Wikipedia's servers the IP addresses used by a Wikipedia user account,

as well as other technical data stored by the server about a user account or IP address.


Wikipedia:IP block exemption
The Unblock Ticket Request System.
Normally, long-term blocks of IP addresses or ranges do not affect logged-in editors.

However, it is occasionally necessary to block both anonymous and logged-in editors in this way, using hard block, to prevent disruption.


Conditions for an Exemption

An editor with a credible editing record who would be affected by this measure may be exempted from the block at administrative discretion, allowing them to edit uninterrupted through the IP address range block. Hard IP address range blocks are used to prevent persistent disruption from temporary accounts and sock-puppets within an IP address range.
