Please change the wording to "You do not have permission to move pages. Please use requested moves if you are not autoconfirmed or ask for help in the technical village pump if you believe this message is visible in error.

The default message for this is "You do not have permission to move pages." This can be because of a configuration error with the user rights and permissions or something similar, or because the user is not registered; the whole spew about being blocked from editing is not going to cause this message to be shown since MediaWiki:Blockedtext is used there instead.
