Nederlands: Negatief. Batavia huisvestte de centrale bureaucratie, eerst van de VOC en later van het Nederlandsch-Indisch gouvernement, en Soerabaja was in de 19e eeuw steeds meer een centrum van handel en industrie geworden. Daartussenin lag de derde grote stad van Java's noordkust, Semarang. Die stad had aan het begin van de 19e eeuw een groots verleden maar schijnbaar niet veel toekomst. Het was de hoofdstad geweest van het Gouvernement Java's Noordoostkust, maar Daendels ontsloeg de laatste gouverneur, tot dan toe de machtigste man na de GG, en schafte deze extra bestuurslaag af, waarna de ontwikkeling van de stad stagneerde.
